To insert a string or an element right before a tag in Beautiful Soup, use the Tag.insert_before(~) method.

Example

Consider the following HTML document:

my_html = """
   <div>
      <p>Alex</p>
      <p id="bob">Bob</p>
      <p>Cathy</p>
   </div>
"""
soup = BeautifulSoup(my_html)

To insert a string immediately before Bob's tag:

div_tag = soup.find("div")
bob_tag = soup.find(id="bob")
bob_tag.insert_before("AAA")
print(div_tag)
<div>
   <p>Alex</p>
   AAA<p id="bob">Bob</p>
   <p>Cathy</p>
</div>

To insert a tag immediately before Bob's tag:

div_tag = soup.find("div")
bob_tag = soup.find(id="bob")

# Create a new tag and initialise it's content
new_tag = soup.new_tag("p")
new_tag.string = "Eric"

bob_tag.insert_before(new_tag)
print(div_tag)
<div>
   <p>Alex</p>
